[2020-01-02] Government of Angola puts commercial retail networks out to tender

The commercial exploration of Poupa-Lá and Paparoca stores in Angola, will the focus of a public tender to be launched in the first quarter of 2020, the country’s minister of trade, Joffre Van-Dúnem Junior said in Luanda.

The Jornal de Angola newspaper reported that of the 32 Paparoca shops set up by the government as part of the programme to restructure the System of Logistics and Distribution of Commodities (Presild) and the Programme for Expansion of the Commercial Network (Percom) only three were not managed by private entities.

In an end-of-year ceremony, Van-Dúnem Júnior gave assurances that the stores, spread across the entire country, are already being registered as State assets, will later be put out to public tender to reopen, given that most of them are not currently operating.

Initially, the minister said, the Poupa-Lá and Paparoca store in Luanda will be put out to tender, and in the remaining provinces the survey process is still underway.

Van-Dúnem Júnior had announced in January 2019 that the Poupa Lá and Centros Logístico de Distribuição (CLOD) would be reopened soon, as they had not been operating due to Angola’s economic and financial situation.

“A public tender will be required to find credible managers, who will take on these important facilities and can, in a short space of time, put them at the service of the population and economic operators,” the minister said at the time.
