IPIM’s Investor’s “One-stop” Service Assisting Enterprise to Build New Chinese Medicine Factory to Increase Production

In the 1950s, Dr Cheong Kun, a Chinese medicine practitioner, opened the “Ian On Tong” Chinese Medicine Clinic (nowadays known as “Ian On Tong” Chinese Pharmacy) in Travessa dos Vendilhões in Macao and developed the “Cheong Kun Pain Reliever Oil”, which is anti-inflammatory, analgesic, haemostatic, and relieves burns and scalds.

In 2000, the Chinese medicine factory for “Cheong Kun Pain Reliever Oil” was officially established, putting an end to half a century of manual production. It also replaced the old workshop and store, behind which the family lived. The new factory adopted a semi-mechanised way of production to improve the output and quality of the medicine oil. With the increase in sales, the factory was expanded three times in 2007, 2011 and 2017. In 2017, a Portuguese version of the product was launched, successfully opening up overseas markets and selling to Mozambique.

Building new factory to expand production capacity

In 2021, the investor planned to increase the capacity of the factory in view of the introduction of favourable policies for the development of Chinese medicine industry in Macao, namely the “Law on pharmaceutical activity within the scope of traditional Chinese medicine and the registration of traditional Chinese medicines” in Macao and the “Notice on Simplifying the Registration and Approval of Traditional Chinese Medicines for External-use Listed in Hong Kong and Macao” by the Guangdong Provincial Drug Administration. They therefore chose the Parque Industrial Da Concórdia as the site for the new factory of over 20,000 square feet. The Investor’s “One-stop”Service of IPIM has been following the whole procedure, including organising “prior technical meetings” for investors with the licensing authority at the early stage and supporting the licence application process. In the mid-term of the project, IPIM organised staff to visit the factory to provide technical advice. The new factory has now obtained a temporary industrial operation permit.

First Chinese traditional medicine from Macao approved for Mainland market

On 31 December 2021, the Guangdong Provincial Drug Administration held a press conference, in which the first batch of Mainland registration certificates was delivered to the traditional Chinese medicines for external-use from three enterprises from Hong Kong and Macao. “Cheong Kun Pain Reliever Oil” is on the list, which marks the first Macao Chinese traditional medicine to be approved in the Mainland. This has been a landmark for the development of Chinese medicine industry in Macao.
