IPIM’s “Service at Doorstep” Reaches GBA Cities

In 2015, the development of the Guangdong-Hong Kong-Macao Greater Bay Area was mentioned in the State’s official document for the first time. Later in July 2017, the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Bay Area was signed by the involving three regions, denoting the increasingly close ties among the “9+2” cities in the Greater Bay Area (GBA).

With a total area of 55,900.9 square kilometres, the GBA covers Macao, Hong Kong and nine rapidly growing cities in the Guangdong province. The GBA has a population of 69.57 million, which includes 43.45 million of working population, generating a GDP that amounts to USD 1.36 trillion. The GBA also encompasses a raft of advantages, including its geographic advantages, high-end development of industrial structure, innovation-driven characteristics and open economy.

Separated only by the Pearl River estuary, Guangdong, Hong Kong and Macao have long maintaining a close partnership all along. As of the end of 2017, the total inward investment in Macao reached MOP 227.42 billion accumulatively, including MOP 76.96 billion of direct investment from the sister cities in the GBA, accounting for around 33.8% of the total. More than 2,200 enterprises contributed to this gratifying statistics, involving an array of sectors such as finance, insurance, real estate, information technology and tourism. On the other hand, Macao has accumulatively invested nearly MOP 15 billion in many GBA cities. In 2017, Macao recorded 6.14 million tourist arrivals from the Greater Bay Area, which was one fifth of the total.

Visits in the GBA that Boosts Collaboratin

In order to dig deeper into how each GBA city develops and to support Macao to better integrate itself into the GBA advancement, IPIM’s Mainland Affairs Division and Guangzhou Representative Office visited Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing to provide “Service at Doorstep” in the first half of this year. The visits enabled the signing of memoranda of understanding on co-operation with the nine cities.

During the trip to these cities, representatives of IPIM’s Mainland Affairs Division and the Guangzhou Representative Office visited the chambers of commerce, trade promotion entities and associations of external economic collaboration. These visits made it possible for IPIM’s representatives to have deeper understanding of the economic growth of the nine cities in the GBA, while IPIM’s personnel could take the opportunity to introduce the functions and service scope of the Guangzhou Representative Office to these cities. Both sides also had in-depth discussion upon deepening the collaboration of Guangdong and Macao and the development of the GBA. The visits also facilitated the signing of memoranda of understanding on co-operation with Huizhou, Dongguan, Jiangmen and Zhaoqing, which took place at the 2018 Guangdong & Macao Branded Products Fair (GMBPF). Following the signing of collaboration MoU with five cities, IPIM has already signed the MoU on co-operation with all GBA cities.

At the same time, personnel of IPIM’s Mainland Affairs Division and the Guangzhou Representative Office also paid visit to eight Macao-owned enterprises to learn about their achievements in the Mainland, their insights into the GBA opportunities and their needs.

In addition, personnel of IPIM’s Mainland Affairs Division and the Guangzhou Representative Office also proactively advertise their services via different conventions and exhibitions, including the Roundtable Conference of Guangdong-Hong Kong-Macao Greater Bay Area Commercial Organisations at the 2018 GMBPF, where leaders of IPIM, InvestHK and departments of commerce of the nine cities gathered together and discuss Guangdong-Hong Kong-Macao investment facilitations, commercial registration and cities’ major economic tasks. The occasion allowed the sister cities of the GBA to enhance their understanding about each other and make faster progress together. In addition, at the Macao Franchise Expo 2018, the Guangdong-Hong Kong-Macao Greater Bay Business Zone was set up for the first time where event attendees may find the answers to their questions about the GBA investment environment directly from the personnel of each GBA city.

IPIM’s Guangzhou Representative Office Upgrades to Support GBA Advancement

To be a greater support for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, IPIM’s Guangzhou Representative Office will refine its services and enlarge the service scope of the “One-stop Service”, and extend the reach of “Service at Doorstep” to the nine cities of the Guangdong-Hong Kong-Macao Greater Bay Area, also publicise Macao’s investment environment and help the industry to catch up with the latest developments of the GBA. Furthermore, assistance in making commercial registration necessary for Macao enterprises to invest in the Mainland has been added, while the administrative services for the Mainland’s companies to invest in Macao have been streamlined at the same time. The Guangzhou Representative Office also supports Macao youths to have internship, work or start up business in the GBA. Collaborating with the Economic Bureau, the Labour Affairs Bureau and the Monetary Authority of Macao, the Guangzhou Representative Office set up counters to brief investors interested in acquiring licence for financial products on relevant application procedure. Advisory and document transferal services will also be provided to investors intending to apply for licence for establishing factory in Macao.
