THE BUSINESS INCUBATION CENTRE FOR YOUTH FULFILS
YOUR DREAM OF ENTREPRENEURSHIP

In order to further enhance the complementary measures to support youth business start-ups, the SAR Government established the Business Incubation Centre for Youth (the Centre) under the Macao Economic Services in June 2015. The Centre provides all round business start-up support to the youth of Macao, including business start-up training courses, consultation service, free use of temporary office space, business matching services and market information, incubating potential ideas, aiding young business starters to set sail smoothly and assist the young entrepreneurs to become stronger.

Assisting youth to grow, develop and succeed is one of the key objectives of the SAR Government. During the interview sessions after the plaque unveiling ceremony of the Centre, the Secretary for Economy and Finance Leong Vai Tac, said that the Business Incubation Centre for Youth was established in response to social expectations for support in youth entrepreneurship and increase employment. The Centre aims to ful l four objectives:

1. Attempt to establish cross-department collaboration, evaluate its effectiveness in fulfilling social expectations, assess and provide a remedial mechanism for improving cross-department collaboration;

2. Attempt to collaborate with social, educational, training and professional organisations, provide partnership or steering programmes to strengthen support to the young entrepreneurs;

3. Attempt to provide a personal service, such as providing Government information to young entrepreneurs about cross–border collaboration, assisting in administration applications through the mechanism;

4. Explore department structures, regulations and internal guidelines to be in line with public administration and the expectation of local citizens. Listen to the opinions of stakeholders to better co-ordinate and improve related work.

The services provided by the Centre include free use of temporary office space, “One-Stop Service” for establishing a company, business start-up training courses, business starters’ consultation service as well as co-operation projects with youth groups. As for the “One-Stop Service”, the Centre is aware that many young people have great ideas for setting up businesses, but do not have much experience in practical operation. Also, they are inexperienced in liaising with Government department and how to put their ideas into a proposal. As such, the Centre is working with IPIM to provide “One-Stop Service” for them. By providing some general information to the Centre, their cases will be transferred to the notary who will assist young business starters to complete the administrative procedures for setting up of a company, including the relevant declarations for the Financial Services Bureau.

The Centre also provides consultation service to young business starters. The Macau Productivity and Technology Transfer Centre (CPTTM) has set up a consultation group at the Centre, composed of a wide range of expertise from 21 sectors. Onsite consultants are available every Wednesday to provide start-up business information. In addition, young entrepreneurs can also make an appointment with specialists to seek guidance on speci c topics. The Centre also aims for the young entrepreneurs to learn about industries operations environments, quali cation standards, nancial arrangements and E-commerce in general. The Centre follows up with established cases, identi es di culties during the actual operation and provides assistance.

Moreover, IPIM also provides an E-commerce platform for business matching to the young entrepreneurs. Many exhibitions also provide a series of business matching sessions, helping them to find the most suitable business partners.

The expense of renting office space is one of the difficulties that entrepreneurs face. Therefore, the Centre provides 35 temporary office spaces for them. The lease is for six months, and can it be renewed after the first six months, extending the lease limit to one year. As the Centre says, many companies are applying for the programmes, including E-commerce, media, nuclear engineering protection, wedding photography, multimedia and trade.

The Centre also plans to organise more training courses for potential business starters and assist them to put their ideas into action. The Centre will continue to organise networking meetings and overseas visits, with the goal of enabling young entrepreneurs to explore new horizons outside of Macao and get to know different countries and areas experience and technology development. The centre aims to, provide guidance and assistance to young entrepreneurships to develop and seek business opportunities through collaboration with local youth organisations.
