The Ministry of Commerce of the People’s Republic of China, Government of the Macao SAR, and the Central People’s Government Liaison Office of the Macao SAR are the advisers of the 8th International Infrastructure Investment and Construction Forum (hereafter “the 8th IIICF”), which will be jointly organised by the China International Contractors Association and the Macao Trade and Investment Promotion Institute. It will be held on the 1-2 June at the Venetian Macao-Resort-Hotel. In the same event, the Launching Ceremony of The Belt and Road Infrastructure Development Index (2017) & The Report on the Belt and Road Infrastructure Development Index (2017) will also take place.

The press conference of the 8th IIICF will be held on 25 May in Macao. The President of the Macao Trade and Investment Promotion Institute Jackson Chang, Executive Director Irene Va Kuan Lau, and the Vice Chairperson of the China International Contractors Association Yu Xiaohong will be responsible for explaining the relevant preparatory work.

Macao illustrates its advantages as a platform to expand China-Portugal co-operation

Jackson Chang said in the conference that the theme of the 8th IIICF is “Collaboratively Build a Diversified, Innovative, and Sustainable Infrastructure with Industry Connectivity”. The IIICF was an important platform in which Macao took part in building “The Belt and Road”. In order to increase the size of participation in this event, this year Macao will hold the event on behalf of the government of Macao SAR. The Ministry of Commerce of the People’s Republic of China, and the Central People’s Government Liaison Office of the Macao SAR are the advisers. Meanwhile, we have also done more work related to inviting guests this year. Additional invitations have been sent to participants from the countries along the route of “The Belt and Road”, Portuguese-speaking Countries, and the Provinces and Regions in the Pan-Pearl River Delta 9+2. Promotion and invitations also target famous enterprises in the relevant regions (especially the equipment manufacturing enterprises in Mainland China). Representatives of famous financial and investment institutions in Mainland China are also invited to participate in the event. The forum will also fully embody elements related to Macao. The industrial and commercial field, professional field in Macao and so on also actively support and eagerly participate in the event. Six local organisations will again be co-organisers of the infrastructure forum.

The “Seminar on Industrial Capacity and Financial Co-operation between China and Portuguese – speaking Countries” will also be held. A number of mid-ranking and high-ranking government officials from eight Portuguese-speaking Countries have been invited to the event. They will gather to strengthen co-operation in the areas of finance and infrastructure between Mainland China and Portuguese-speaking Countries. The Unveiling Ceremony and Signing Ceremony of the “China-Portugal Co-operation and Development Fund Headquarters” will also take place in this forum, marking the official location of the “China-Portugal Co-operation and Development Fund Headquarters” in Macao. It can provide services including consultations and the obtaining of chances for project financing in Macao, helping Mainland China and Portuguese-speaking Countries enterprises to participate in “The Belt and Road” collaboratively, and enhancing Macao’s importance as a platform for commercial collaboration between Mainland China and Portuguese-speaking Countries as well as providing financial services.

The Launching Ceremony during the forum will concern “The Belt and Road” Infrastructure Index and Report.

Yu Xiaohong stated in the press conference that as currently Mainland China makes puts a lot of effort in to the advancement of the construction of “The Belt and Road”, under the premise that China is building up people-to-people bonds where mutual compliments,  benefits and situations are ensured. In the 8th IIICF, by constructing a professional platform where mutual collaboration and joint development are achieved regarding infrastructure, we implement the global proposal “The Belt and Road” in a practical manner. This will positively affect the inclusiveness of the global economy, sustainable growth and development. In the two days of the event over 30 thematic forums, corresponding forums, project seminars and news interview activities concerning the main theme will be held. One by one business conferences for enterprises, as well as the project signing ceremony would be organised. Meanwhile, in the forum, The Belt and Road Infrastructure Development Index (2017), The Report on the Belt and Road Infrastructure Development Index (2017) and Guidance on Mainland China’s Overseas Sustainable Infrastructure Projects will be released. The 3rd China – Latin America Infrastructure Co-operation Forum, held by the Ministry of Commerce, will take place concurrently.

There will be two sessions of thematic forums in the afternoon of 1 June. The themes are “Transformation and Innovation: Sustainable Infrastructure Facilities and Development Path”, and “Co-ordination and Connectivity: Infrastructure Building and Industrial Development”. 12 sessions of corresponding forums will be organised on 2 June. The topics concern the models of financing and the transformation and innovation of business models as in international infrastructure co-operation. High-level dialogues will be organised. The main issues include infrastructure building and industrial connectivity development, infrastructure and sustainable development, as well as local and foreign markets, and promoting international co-operation in infrastructure in a practical manner.

To conclude the seven former IIICFs, more than 700 Chinese and foreign important guests were invited to deliver speeches. More than 8,000 guests from over 60 countries and regions were motivated to participate in the event. In particular, the number of government officials at the ministerial level or above were more than 180. While more than 200 sessions for project activities were held, and more than 500 business conferences were organised. 46 co-operation agreements (contracts) were signed, covering infrastructure projects in the aspects such as construction of hydropower, highways, railways, airports, ports, and housing.
