Policy Interpretation SAR Government Launches “Electronic Identity” as a new Identity Verification Method To facilitate the development of e-government, the SAR government launched a new electronic identity verification method – “Electronic Identity” on 30 June 2023, allowing residents to access services provided by public departments or private institutions without presenting their physical identity cards. In public departments, residents may use the “Electronic Identity” to enjoy services at the service counters. When necessary, the staff will scan the QR code of the “Electronic Identity” to access personal data required for the service through the electronic system. Thus, residents do not need to provide a copy of their identity cards. In private institutions, the “Electronic Identity” is currently available for services such as the online application for the Mainland Travel Permit, financial services (i.e. online bank account opening, password reset, loan and debit card applications) and telecommunications services (i.e. online applications for mobile phone and Internet services). It reduces the necessity for service users to fill in forms and for staffs to input personal data, and streamlines service procedures. It is worth noting that residents may use the “Electronic Identity” at all manual channels, lanes and conventional self-service clearance channels for immigration clearance. Residents only need to tap “My Border Crossing” in the Macao One Account to present the QR code, and then may cross the border after identity verification. From 1 August, residents may use the healthcare vouchers at medical clinics by presenting the “Electronic Identity”. Later in September, the “Electronic Identity” will be further rolled out to the enrollment of continuing education development programme and attendance registration. Success Story Business Expansion amid the Pandemic, Seeking Progress in Stability The “Golden Mix Dessert” is a local brand of Golden Mix Food and Beverage (Food Factory) Co. Ltd., which currently has six outlets. This enterprise dedicates to selling desserts, and also operates a Golden Mix tea restaurant at Areia Preta. This project is a re-investment project, because its old factory successfully claimed the industrial license in February 2020 with the support of the Investor’s “One-Stop” service and IPIM Investment Committee. Due to its business development, the enterprise has purchased another industrial unit in the original office building to expand its production capacity, and applied to the Municipal Affairs Bureau (IAM) for the registration of import establishment of (chilled meat/frozen meat/meat products) to facilitate its business integration. Since July 2022, IPIM has continued to assist in Golden Mix’s project planning through the Investor’s “One-Stop” service and the mechanism of IPIM Investment Committee, by providing prior consultation and help clarify the project-related problems, including the Subsidy Scheme for Encouraging Enterprise Upgrading and Development, industrial license, employee recruitment procedures, and other matters. Finally, the preparatory work for the project was completed in one time, and the industrial license and industrial establishment license were officially issued in April 2023. |

| | Business Tips Pilot Project for Prioritising Examination of Qualified Invention Patent Applications Filed by Macao SAR Applicants in the Mainland launched on 1 July To provide the Macao SAR innovation entities with more convenience and effective support in the protection of intellectual property rights in the mainland, the China National Intellectual Property Administration (CNIPA) officially launched the Pilot Project for Prioritising Examination of Qualified Invention Patent Applications Filed by Macao SAR Applicants in the Mainland on 1 July, in collaboration with the Economic and Technological Development Bureau (DSEDT) of the Macao SAR, Guangdong Intellectual Property Administration and Shenzhen Intellectual Property Administration. Under the Pilot Project, when an invention patent application filed electronically by an Macao SAR applicant in the mainland is being examined substantially, if the application falls into the scope of the Correspondence Table between Classification of Strategic Emerging Industries and International Patent Classification (2021), the applicant is deemed eligible for requesting a prioritised examination. The request for prioritised examination shall be submitted to CNIPA, and will be examined by the CNIPA Patent Agencies in Guangzhou and Shenzhen. The above Pilot Project provides a rapid examination channel for qualified invention patent applications filed in the mainland, significantly shortening the examination period, and also facilitates the patent authorisation for inventions that comply with requirements.
