2019MIECF\u5c55\u6703\u7e3d\u9762\u7a4d\u7d0416,900\u5e73\u65b9\u7c73\uff0c\u5171\u6709\u903e500\u5bb6\u5c55\u5546\u53c3\u5c55\uff0c\u5c55\u5546\u4e3b\u8981\u4f86\u81ea\u4e2d\u570b\u5167\u5730\u3001\u201c\u4e00\u5e36\u4e00\u8def\u201d\u6cbf\u7dda\u570b\u5bb6\u3001\u6b50\u6d32\u570b\u5bb6\u4ee5\u53ca\u8461\u8a9e\u570b\u5bb6\u3002\u5176\u4e2d\u201c\u5927\u7063\u5340\u74b0\u4fdd\u7522\u54c1\u53ca\u65b9\u6848\u5c55\u5340\u201d\u7684\u73e0\u6d77\u5c55\u5546\u80e1\u5148\u751f\u8868\u793a\uff0c\u4eca\u5e74\u662f\u7b2c\u56db\u6b21\u53c3\u5c55\uff0c\u8a72\u516c\u53f8\u4eca\u5e74\u4e3b\u8981\u63a8\u5ee3\u592a\u967d\u80fd\u71d2\u70e4\u7210\uff0c\u7bc0\u80fd\u3001\u96f6\u6c61\u67d3\u3002\u53c3\u5c55MIECF\u7684\u4e3b\u8981\u76ee\u6a19\u662f\u5ba3\u50b3\u63a8\u5ee3\u516c\u53f8\u7684\u65b0\u7522\u54c1\uff0c\u4ee5\u53ca\u5efa\u7acb\u66f4\u591a\u806f\u7e6b\uff0c\u4ee5\u5180\u65e5\u5f8c\u53ef\u4ee5\u958b\u5c55\u5408\u4f5c\u3002\u8a72\u516c\u53f8\u4eca\u5e74\u900f\u904e\u53c3\u5c55\u5df2\u53d6\u5f97\u8a02\u55ae\uff0c\u660e\u5e74\u5982\u6709\u6a5f\u6703\u5c07\u7e7c\u7e8c\u53c3\u5c55\u3002<\/p>\n

\u4eca\u5c46MIECF\u7279\u5225\u8a2d\u7acb\u4e86\u201c\u7da0\u5275\u65b0\u5340\u201d\uff0c\u91dd\u5c0d\u7da0\u8272\u5275\u65b0\u79d1\u6280\u6216\u9752\u5275\u9805\u76ee\uff0c\u8a2d\u7f6e\u76f8\u95dc\u5c55\u793a\u53ca\u8209\u884c\u4ea4\u6d41\u6d3b\u52d5\uff0c\u63a8\u52d5\u74b0\u4fdd\u5275\u65b0\u6280\u8853\u7684\u61c9\u7528\u53ca\u4ea4\u6d41\u3002\u672c\u5730\u670d\u88dd\u4f01\u696d\u8ca0\u8cac\u4eba\u8b5a\u5973\u58eb\u8868\u793a\uff0c\u5f9e\u4e8b\u201c\u9053\u5fb7\u5236\u670d\u201d\u5df2\u4e09\u5e74\uff0c\u5373\u78ba\u4fdd\u4f9b\u61c9\u5546\u63d0\u4f9b\u7684\u6240\u6709\u6750\u6599\u901a\u904e\u6e2c\u8a66\uff0c\u5c0d\u4eba\u9ad4\u7121\u5bb3\uff0c\u4ee5\u53ca\u5ee0\u623f\u843d\u5be6\u5b8c\u5584\u914d\u5957\u78ba\u4fdd\u54e1\u5de5\u7684\u798f\u7949\u3002\u8a72\u4f01\u696d\u6700\u8fd1\u5c07\u65d7\u4e0b\u7684\u6210\u8863\u5305\u88dd\u7531\u5851\u81a0\u8f49\u70ba\u7389\u7c73\u6fb1\u7c89\u9020\u6210\u7684\u5305\u88dd\uff0c\u773c\u898b\u5e02\u5834\u5c0d\u6b64\u9817\u70ba\u53d7\u843d\uff0c\u4eca\u5e74\u521d\u6210\u7acb\u4e86\u53e6\u4e00\u9805\u63d0\u4f9b\u7da0\u8272\u7121\u5851\u65b9\u6848\u7684\u696d\u52d9\u3002\u85c9\u8457\u662f\u6b21\u53c3\u5c55\u8a8d\u8b58\u672c\u6fb3\u9152\u5e97\u696d\u754c\u4eba\u58eb\uff0c\u4ed6\u5011\u5c0d\u5176\u7522\u54c1\u5747\u611f\u8208\u8da3\uff0c\u70ba\u672a\u4f86\u5408\u4f5c\u5960\u5b9a\u767c\u5c55\u7a7a\u9593\u3002<\/p>\n

\u53e6\u4e00\u5bb6\u53c3\u5c55\u5546\u65bc2017\u5e74\u6210\u7acb\u3001\u5f9e\u4e8b\u96fb\u52d5\u8eca\u5145\u96fb\u88dd\u7f6e\u53ca\u6280\u8853\u7684\u6e2f\u6fb3\u5408\u8cc7\u4f01\u696d\uff0c\u5176\u5275\u8fa6\u4eba\u95dc\u5148\u751f\u8868\u793a\uff0c\u8a72\u5145\u96fb\u88dd\u7f6e\u53ca\u5e73\u53f0\u65bc\u672c\u6fb3\u7814\u767c\uff0c\u53bb\u5e74\u7372\u97d3\u570b\u5927\u578b\u96c6\u5718\u6295\u8cc7\uff0c\u672a\u4f86\u5c07\u5728\u8a72\u96c6\u5718\u65d7\u4e0b\u7684\u505c\u8eca\u5834\u5b89\u88dd\u6709\u95dc\u88dd\u7f6e\uff1b\u8a72\u5e73\u53f0\u4ea6\u5df2\u5728\u9999\u6e2f\u8a66\u884c\u4e86\u534a\u5e74\uff0c\u9664\u4e86\u70ba\u5ba2\u4eba\u63d0\u4f9b\u96fb\u52d5\u8eca\u5145\u96fb\u670d\u52d9\u5916\uff0c\u88dd\u7f6e\u7684\u5c4f\u5e55\u4ea6\u8a2d\u6709\u5ee3\u544a\u64ad\u653e\uff0c\u5f15\u5c0e\u5ba2\u4eba\u5230\u5340\u5167\u5176\u4ed6\u5730\u65b9\u6d88\u8cbb\uff0c\u76ee\u524d\u4f7f\u7528\u72c0\u6cc1\u7406\u60f3\u3002\u4ed6\u6307\u51fa\uff0c\u900f\u904e\u662f\u6b21\u53c3\u5c55\u53ef\u4ee5\u958b\u62d3\u672c\u5730\u5e02\u5834\uff0c\u8207\u672c\u6fb3\u6f5b\u5728\u5ba2\u6236\u5efa\u7acb\u806f\u7e6b\uff0c\u4ea6\u53ef\u8a8d\u8b58\u5230\u4e0d\u5c11\u7684\u5167\u5730\u6295\u8cc7\u8005\uff0c\u672a\u4f86\u6709\u671b\u5728\u6fb3\u9580\u5927\u578b\u5ea6\u5047\u6751\u53ca\u5c4b\u82d1\u5b89\u88dd\u6709\u95dc\u88dd\u7f6e\uff0c\u70ba\u672c\u6fb3\u74b0\u4fdd\u4e8b\u696d\u51fa\u4e00\u5206\u529b\u3002<\/p>\n

\u672c\u5730\u5c55\u5546\u53ca\u76f8\u95dc\u5354\u6703\u6703\u9577\u674e\u5148\u751f\u8868\u793a\uff0c\u8a72\u6703\u4eca\u5e74\u7d44\u7e54\u4e8619\u500b\u6703\u54e1\u55ae\u4f4d\u53c3\u5c55\uff0c\u7531\u65bcMIECF\u7684\u53c3\u5c55\u53ca\u89c0\u5c55\u5747\u4ee5\u5c08\u696d\u4eba\u58eb\u70ba\u4e3b\uff0c\u5177\u5c08\u696d\u6027\uff0c\u52a0\u4e0a\u653f\u5e9c\u63d0\u4f9b\u5546\u696d\u914d\u5c0d\u7b49\u670d\u52d9\uff0c\u6240\u4ee5\u5c55\u5546\u66f4\u5bb9\u6613\u627e\u5230\u5c0d\u53e3\u5408\u4f5c\u6a5f\u69cb\u3002\u8a72\u6703\u7d44\u7e54\u53c3\u5c55\u7684\u4f01\u696d\u53cd\u61c9\u4e0d\u4fd7\uff0c\u4e0d\u5c11\u4f01\u696d\u8868\u793a\u53d6\u5f97\u9817\u4f73\u6548\u76ca\u3002<\/p>\n

\u201c\u8461\u8a9e\u570b\u5bb6\u5c55\u5340\u201d\u3001\u6709\u4f86\u81ea\u5df4\u897f\u7684\u6709\u6a5f\u98df\u54c1\u5c55\u5546\u8868\u793a\uff0c\u4eca\u6b21\u662f\u9996\u6b21\u4f86\u6fb3\u53c3\u5c55\uff0c\u4e3b\u8981\u76ee\u6a19\u662f\u63a8\u5ee3\u516c\u53f8\u7522\u54c1\u53ca\u51b7\u4e7e\u71e5\u6280\u8853\u3002MIECF\u53ef\u4f5c\u70ba\u8a72\u516c\u53f8\u9023\u7d50\u9999\u6e2f\u53ca\u5167\u5730\u5e02\u5834\u7684\u6a4b\u6a11\uff0c\u53c3\u5c55\u5c0d\u516c\u53f8\u62d3\u5c55\u5e02\u5834\u5f88\u91cd\u8981\uff0c\u66f4\u5e0c\u671b\u900f\u904e\u53c3\u5c55\u53ef\u4ee5\u70ba\u516c\u53f8\u7522\u54c1\u627e\u5230\u4ee3\u7406\u5546\uff0c\u4eca\u6b21\u53c3\u5c55\u4ea6\u53d6\u5f97\u4e0d\u5c11\u806f\u7e6b\uff0c\u5e0c\u671b\u65e5\u5f8c\u53ef\u4ee5\u53d6\u5f97\u6210\u679c\u3002\u81f3\u65bc\u201c\u7da0\u8272\u5efa\u7bc9\u5c55\u5340\u201d\u3001\u4f86\u81ea\u9999\u6e2f\u7684\u6728\u6750\u4ee3\u7406\u5546\u6881\u5148\u751f\u8868\u793a\uff0c\u4eca\u6b21\u662f\u9996\u6b21\u53c3\u5c55\uff0c\u4e3b\u8981\u63a8\u5ee3\u8a72\u516c\u53f8\u4f4e\u6c61\u67d3\u7684\u6728\u677f\u53ca\u81a0\u6c34\u3002\u5728MIECF\u671f\u9593\u8207\u4e00\u4e9b\u5927\u578b\u4f01\u696d\u63a5\u89f8\uff0c\u5e0c\u671b\u65e5\u5f8c\u6709\u5408\u4f5c\u6a5f\u6703\u3002<\/p>\n

\u5c55\u6703\u7b2c\u4e8c\u65e5\u8209\u884c\u4e86\u201c\u7da0\u8272\u91d1\u878d\u4ea4\u6d41\u6703\u201d\uff0c\u9999\u6e2f\u91d1\u878d\u4f01\u696d\u8463\u4e8b\u6885\u5148\u751f\u8868\u793a\uff0c\u7da0\u8272\u91d1\u878d\u662f\u6642\u4e0b\u793e\u6703\u7684\u71b1\u9580\u8a71\u984c\uff0c\u4e5f\u5c0d\u91d1\u878d\u696d\u52d9\u975e\u5e38\u91cd\u8981\uff0c\u8207\u9130\u8fd1\u5730\u5340\u76f8\u6bd4\uff0c\u6e2f\u6fb3\u5169\u5730\u5728\u6b64\u65b9\u9762\u6709\u975e\u5e38\u5927\u7684\u767c\u5c55\u7a7a\u9593\u3002\u900f\u904e\u662f\u6b21\u53c3\u6703\uff0c\u4ed6\u80fd\u5920\u8a8d\u8b58\u5404\u754c\u4e0d\u540c\u4eba\u58eb\uff0c\u5c24\u5176\u662f\u6fb3\u9580\u8207\u74b0\u4fdd\u76f8\u95dc\u7684\u4f01\u696d\u53ca\u6a5f\u69cb\uff0c\u9032\u4e00\u6b65\u4e86\u89e3\u672c\u5730\u884c\u696d\u7684\u64cd\u4f5c\uff0c\u70ba\u672a\u4f86\u7de0\u9020\u5408\u4f5c\u6a5f\u6703\u3002\u8a72\u4f01\u696d\u4ea6\u900f\u904eMIECF\u7684\u5546\u696d\u914d\u5c0d\u670d\u52d9\uff0c\u8207\u6fb3\u9580\u5f9e\u4e8b\u91d1\u878d\u767c\u50b5\u7684\u6a5f\u69cb\u5efa\u7acb\u806f\u7e6b\uff0c\u6709\u671b\u651c\u624b\u5728\u91d1\u878d\u7bc4\u7587\u767c\u5149\u767c\u71b1\u3002<\/p>\n
