Guangdong Macao Co-operation to Create New Business Potential and Opportunities

Since the signing of the Framework Agreement on Co-operation between Guangdong and Macao in 2011, there has been an increasing collaboration between Macao and Guangdong province, providing more development opportunities for enterprises on both sides. According to the statistics provided by Guangdong province, import and export volumes of the two regions reached US$2.15 billion in 2013, showing a growth of 14%. During the first half of 2014, Guangdong- Macao trade increased by 5.8%. The two have also strengthened education, environmental protection, tourism, medical and cultural co-operation in recent years.

A major event in Guangdong-Macao trade and economic cooperation, the Guangdong & Macao Branded Products Fair was held for four days in the Macau Fisherman’s Wharf Convention and Exhibition Centre from 31 July to 3 August. The event was visited by 135,000 people and recorded good sales.

JOINT DEVELOPMENT OF TSUIHANG NEW DISTRICTAND A DEMONSTRATION ZONE JOINTLY SET UP BY GUANGDONG AND MACAO

The 2014 Guangdong-Macao Co-operation Joint Conference was held on 17 July in Macao. During the meeting, both sides reached a consensus on various aspects of collaboration, focusing on the implementation of four areas: 1. to safeguard the preliminary implementation of liberalisation of trade in services between Guangdong and Macao before the year end, aiming for a liberalisation of 95% of the service sector. 2. Accelerated construction of the development of various priority co-operation platforms including the Hengqin New Area in Zhuhai, Tsuihang New District in Zhongshan and Daguang Bay Economic Zone in Jiangmen, and expediting the completion of the Guangdong-Macao Co-operative Industrial Zone project. 3. to continue the construction of cross-border infrastructure facilities and priority co-operation projects, including the development of the Hong Kong-Zhuhai-Macao Bridge, the extension of Guangdong-Zhuhai Intercity Rail, Macao-Hengqin Light Rail Transit, collaboration on the Zhuhai-Macao airport, implementation of customs facilitation measures, improve town planning coordination. 4. Strengthen partnership in public services including education, environmental protection, medical services, food safety, and aim to build a safe and desirable social environment.

After the meeting, six agreements were signed including the Framework Agreement on Co-operation in Construction of Tsuihang New District of Zhongshan, the Memorandum of Co-operation on Strengthening Guangdong and Macao Tertiary Education Exchanges, Pearl River Estuary Regional VTS Data Sharing Co-operation Project, Guangdong and Macao Cultural Exchanges and Cooperation Development Plan 2014-2018, Co-operation Agreement on Visa-free Yacht Travel Scheme and the Memorandum of Cooperation on Promoting the Transformation and Upgrade of Zhuhai side of the Zhuhai- Macao Cross-Border Industrial Zone.

The joint development of the Zhongshan Tsuihang New District was the highlight of this year’s joint conference. In accordance with the agreement, Macao and Zhongshan will join forces or the development and coordinated management of a comprehensive cooperation demonstration zone of international standard, jointly develop the Tsuihang New District, promote mutual development and integration of economy, community, culture and the general livelihood of the two places, fostering closer partnerships and further expand the development potential of Macao’s moderate economic diversification, to build a home for local and overseas Chinese and foster a new economic growth in the Pearl River Delta region.

The first stage of development will allocate an area of 5 square kms in southern Xisanwei and Xisiwei. The integrated demonstration zone will be jointly developed by an investment company equally funded by both sides. Five functional zones will be set up namely a Guangdong-Hong Kong-Macao Industrial Co-operation Zone, International Business and Trade Service Platform, Guangdong-Macao Education and Training Zone, International Cultural Exchange Zone and Guangdong-Hong Kong-Macao Tourism Co-operation Zone. Enterprises co-operation can be conducted in various ways as solelyfunded, joint-venture and partnership, which are suitable for Macao SMEs to start their businesses.

MAJOR ANNUAL EVENT OF GUANGDONG-MACAO CO-OPERATION – GUANGDONG & MACAOBRANDED PRODUCTS FAIR (GMBPF)

Since its inception in 2009, GMBPF has been working towards becoming a brand in trade and economic co-operation between Guangdong and Macao. The event actively promotes and strengthens collaboration of the convention and exhibition industry in the two regions, and expand markets for commodities from Guangdong and Macao and make full use of Macao’s role a s a World Tourism and Leisure Centre as well as a regional business and trade service platform.

2014 GMBPF was hosted by Macao Trade and Investment Promotion Institute (IPIM) and the Department of Commerce of Guangdong Province. The officiating guests of the opening ceremony included Vice Governor of the People’s Government of Guangdong Province Zhao Yufang, Macao SAR’s Secretary for Economy and Finance Tam Pak Yuen, Director of Economic Affairs Department of the Liaison Office of the Central People’s Government in the Macao SAR Wang Xindong, Director of Department of Commerce of Guangdong Province Guo Yuanqiang, IPIM’s President Jackson Chang, President of Macau Chamber of Commerce Ma Iao Lai, Deputy Director of Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province Li Yangchun, Vice Mayor of Shenzhen Municipal People’s Government Chen Biao, Vice Mayor of Jiangmen Municipal People’s Government Wu Guojie, Vice Mayor of Yangjiang Municipal People’s Government Li Rifang, Vice Mayor of Maoming Municipal People’s Government Yang Rungui and Vice Mayor of Yunfu Municipal People’s Government Wu Haiyun.

THE EVENT BRINGS NEW HIGHLIGHTS AND SALE OFCOMMODITIES

This year, four co-operation agreements were signed, including a Memorandum of Cooperation of the 2014 Macao-Jiangmen Famous Products Fair, a Co-operation and Agent Agreement on Wanglaoji Drinking Products between Macao and Shenzhen enterprises, a letter of intent on co-operation for energy-saving lighting agent and a letter of intent on cooperation for hotel supplies agent. Moreover, a total of 879 business matching sessions were carried out, involving enterprises from Macao, Guangdong province (including Dongguan, Foshan, Guangzhou, Huizhou, Jiangmen, Shantou, Shenzhen, Zhanjiang, Zhongshan, Zhuhai, and Yangjiang) and Portugal. The products cover branded food and beverages, products for daily use, household appliances, clothing, porcelain and handicrafts.

The exhibition area covered about 6,000 square metres, with 284 booths, more than last year, comprising of two major areas, namely the Guangdong and Macao exhibition and sales areas. Guangdong province organised 129 enterprises from 20 prefecture-level cities to take part in the event to promote and showcase branded products in three major categories including food, products of daily use and gifts. The number of booths in the Macao exhibition and sales area increased from 87 last year to 102, showcasing commodities of “Made in Macao”, “Macao Branded”, “Macao Design” and “Macao Agencies”, including food souvenirs, cultural and creative gifts, electronic products and products for daily use.

To make better use of Macao’s role as a trade and economic service platform between China and Portuguese-speaking countries (PSCs), and to promote the development of the three centres, namely “a commercial and trade service centre for SMEs of PSCs”, “a food product distribution centre for PSCs” and “a centre for conventions and exhibitions for economic and trade co-operation between China and PSCs”, a Portuguese products exhibition and sales area was set up for the first time this year, dedicated to the sales of Portuguese signature products and food.

The Guangdong-Macao Enterprise Procurement Fair and the Shenzhen & Macao Economic and Trade Co-operation Seminar 2014 were organised to provide a trade and economic networking platform for enterprises. An official website has been set up to be used not only as a platform for information dissemination, all information about the exhibitors, their products and relevant images have uploaded onto the website for long term promotion purposes, to create more business opportunities for exhibitors.

The DIY interactive area was first set up this year with activities such as on-site cookery, celebrity cooking demonstration and cooking competition. A variety of cultural and arts performances by Hong Kong and Macao singers, artists and theatre troup, as well as lucky draw were held at the venue to add a joyous ambience and to promote consumption.

The 7th GMBPF has been tentatively scheduled for 30 July to 2 August 2015.
