Is it allowed to submit temporary residency application based on being \u201cmanagement and technical personnel with special qualification\u201d?<\/h2>\n<p>A: \u00a0In the light of Articles 32 and 38 of Law No. 7\/2023, new temporary residency application based on being \u201cmanagement personnel \/ technical personnel with special qualifications\u201d as stipulated in Paragraph 3 under Article 1 of the Administrative Regulation is abolished.<\/p>\n<p>&nbsp;<\/p>\n<h2>Q2. After the \u201cTalent Recruitment System\u201d takes effect, how will the existing applications by \u201cmanagement and technical personnel with special qualification\u201d processed at IPIM?<\/h2>\n<p>A: Law No. 7\/2023 \u2013 \u201cTalent Recruitment System\u201d takes effect on 1 July 2023. According to Article 32 of this law, temporary residency applications based on Administrative Regulation No. 3\/2005, the continuity, and the relevant applications to renew and extend to family dependents filed before the \u201cTalent Recruitment System\u201d takes effect will be handled by IPIM according to the relevant Administrative Regulation.<\/p>\n<p>&nbsp;<\/p>\n<h2>Q3. What is the assessment standard for applicants as \u201cmanagement and technical personnel with special qualifications\u201d?<\/h2>\n<p>A: \u00a0The ambits of assessment include but are not limited to the following (only applicable to new applications submitted to IPIM before 1 July 2023) :<\/p>\n<ul>\n<li>Education background<\/li>\n<li>Qualification \/ copyright \/ award<\/li>\n<li>Work experience<\/li>\n<li>Job position<\/li>\n<li>Basic salary<\/li>\n<li>The Macao SAR\u2019s situation, safety and needs<\/li>\n<\/ul>\n<p>Detailed information is available on IPIM\u2019s webpage on the <a href=\"https:\/\/www.ipim.gov.mo\/en\/about-ipim\/temporary-residency\/temporary-residence-permit-application\/assessment-criteria\/assessment-criteria-for-temporary-residency-application-management-and-or-technical-personnel\/\" target=\"_blank\" rel=\"noopener\">\u201cAssessment Criteria for Temporary Residency Application-Management and \/ or Technical Personnel\u201d<\/a>. (Reference: Articles 1, 6 and 7 of Administrative Regulation No 3\/2005)<\/p>\n<p>&nbsp;<\/p>\n<h2>Q4. What are the differences between the temporary residency permit for \u201cmanagement and technical personnel with special qualification\u201d and the \u201cNon-resident Worker\u2019s Identification Card\u201d (commonly referred to as \u201cblue card\u201d)?<\/h2>\n<p>A: The objectives, legal grounds and approval mechanisms of these two documents are different. The objective of the temporary residency permit for \u201cmanagement and technical personnel with special qualifications\u201d is to align with the SAR government\u2019s administration policy to attract high-quality management and technical personnel with special qualification who are beneficial to the city\u2019s development to live in Macao. The \u201cNon-resident Worker\u2019s Identification Card\u201d is a temporary measure that makes up the insufficiency of the local labour force by importing non-local professional or non-professional workers to Macao. Holders of \u201cNon-resident Worker\u2019s Identification Card\u201d can stay in Macao legally without being granted Macao residency. Once a holder of \u201cNon-resident Worker\u2019s Identification Card\u201d is granted temporary residency, the time of his\/her legal stay in Macao will not be taken into account of the term of his\/her residency validity. For enquiries regarding non-resident workers, please visit the official website of the Labour Affairs Bureau<\/p>\n<p>&nbsp;<\/p>\n<h2>Q5. For \u201cmanagement and technical personnel with special qualifications\u201d, after being employed by a Macao employer, must they work in Macao? Is there any requirement regarding the form of employment?<\/h2>\n<p>A: Applicants have to work for local employers in Macao as the main work location. If an applicant is instructed by his\/her employer to work outside Macao for a short period of time, he\/she should inform IPIM and submit relevant proof. IPIM will analyse the situation and determine whether this applicant still fulfils the prerequisites and requirements for temporary residency. The agreement between the applicant and the employer should be an employment agreement written in compliance with relevant laws and regulations; the relationship between the applicant and the employer should be that of employer and employee.<\/p>\n<p>&nbsp;<\/p>\n<h2>Q6. How should I calculate my salary? Where can I find information about the median\/average salary of my career category?<\/h2>\n<p>A: The calculation of salary is based on monthly basic salary of applicants. Double pay, yearend double pay, bonus and the like are excluded in the calculation of salary.
