IPIM provides a wide range of online and offline services to help investors explore business opportunities

To stimulate the local investment environment and bring in more projects that benefit the appropriate diversification of Macao’s economy and promote economic recovery, Macao Trade and Investment Promotion Institute (IPIM) provides a variety of online and offline services to help investors start their business and seize development opportunities.

Investor’s “One Stop” Service

IPIM’s Investor’s “One Stop” Service assigns designated staff to provide support and assistance to potential investors in Macao during the implementation of their projects, as well providing further services to facilitate their establishment in Macao as soon as possible.
Before the project’s implementation, IPIM staff will assist investors in preparing for their licence application, starting from providing suitable information about the business environment, procedures for business registration, and services such as legal advice on tax and business. According to the actual situation, IPIM will organise “prior technical meetings” for investors with the licencing authority, provide professional advice on technical issues and explain the administrative processes involved to speed up project commencement.

The Investor’s “One Stop” Service also enhances the cross-departmental co-operation of the “Investment Committee”, which comprises of various government departments and organisations. This assists investors to sort out the administrative procedures required for the commencement and implementation of investment projects and provides specific advice to investors to avoid repeated submission of documents to government departments, thus reducing time, costs and enhancing efficiency.

After the project has begun operation, IPIM staff will regularly follow up, evaluate and understand the operation and provide support such as business expansion and market development according to the actual needs of the project; IPIM will also arrange business matching among local enterprises to facilitate more business negotiations between investors and local SMEs. On the one hand, investors can establish business ties with the local market more quickly; and on the other hand, local enterprises can have an increased “sense of gain” from the investment projects.

Secretariat of Macao to Guangdong-Macao Intensive Cooperation Zone in Hengqin’s website is launched

With the launch of the General Plan for Building a Guangdong-Macao Intensive Co-operation Zone in Hengqin (Intensive Co-operation Zone) in September 2021, under the mechanism of “wide consultation, joint contribution, joint management and shared benefit” between Guangdong and Macao, the construction of the Intensive Co-operation Zone in Hengqin has been accelerated to provide a broader stage for development of Macao enterprises. Therefore, IPIM has been actively helping enterprises to better understand the opportunities in the Intensive Co-operation Zone, including organising briefing sessions on relevant business registration services and incorporating the promotion of the Intensive Co-operation Zone in various major local MICE events.

In conjunction with the establishment of the Secretariat of Macao to Guangdong-Macao Intensive Cooperation Zone in Hegqin at 5 Travessa do Paiva, IPIM has assigned dedicated staff to participate in the promotion work. In the first stage, advisory services on investment and business registration are provided, as well as assistance in contacting the relevant departments in the Intensive Co-operation Zone: arranging online video consultations with the relevant departments, so that potential investors can complete the whole process from consultation, document submission to printing of licences in the Secretariat of Macao, helping enterprises to settle in the Intensive Co-operation Zone more easily.

Moreover, the official website of the Secretariat is now online (hengqin-cooperation.gov.mo), facilitating procedures and enquiries for the general public and investors, and will continue to improve the quality of services.

IPIM’s “Investing in Macao SAR” providing practical and essential information

“Invest Here”: one-stop online to stay informed about investment

IPIM has launched both web and mobile versions of “Invest Here” (investhere.ipim.gov.mo), providing investment information on Macao, the nine cities in the Guangdong, Hong Kong and Macao Greater Bay Area and key cities in Portuguese-speaking Countries, helping investors to make investment decisions by accessing practical and concise information on investment from the vast amount of information available on the Internet.

The website covers diverse information about the above-mentioned cities, such as their business environment, commercial procedures, taxation policies, incentive measures, industrial development, and laws and regulations. The information is given in Chinese, Portuguese and English, with a read-aloud function available in Cantonese, Putonghua, Portuguese and English, enabling investors from all over the world to gain investment knowledge.

The website is designed with multiple functions, including simulation calculators which can help investors to estimate taxes and expenses on company establishment. Moreover, customer service AI is available on the website to answer investors’ enquiries, while designated staff are also available to respond to any enquiries via the customer service hotline during IPIM’s office hours. Various application forms, such as for company establishment, permits and licences, can be downloaded from the website. Some of the application forms can be submitted online.

Moreover, the website has a video section where investors can watch videos on the investment environment, success stories and events. In addition, investors can use the advanced search function to find the information they need more quickly and accurately.

“Investing in Macao SAR”

The publication “Investing in Macao SAR”, published by IPIM, provides practical and essential information for those who wish to start their investment plans in Macao. The book is divided into four chapters and 24 sections, covering an overview of Macao’s business advantages and development, business licence classification, taxation, business incentives, market information, operating costs and IPIM’s “Investor’s One-Stop Service”, helping investors seize the potential and opportunities of the Macao market.
