[2019-01-08] Tax authorities in Angola and Portugal share information on taxpayers

The Angolan and Portuguese tax administrations will begin to exchange information on taxpayers with interests in both countries, according to an agreement on mutual administrative assistance and tax cooperation signed by both governments.

The agreement, quoted by Portuguese news agency Lusa, was enacted by Angolan President João Lourenço at the end of 2018 and published in the Angolan official gazette (Diário da República) on 31 December, following a visit to Portugal by the Angolan head of State between 22 and 24 November.

Signed by Angolan Finance Minister Archer Mangueira and Portugal’s Deputy Secretary of State for Finance, Ricardo Mourinho Félix, the agreement is focused on “cooperation in tax matters” between the two countries and is “very useful for fiscal convergence and systematisation of relations,” between Luanda and Lisbon.

Specifically, the agreement outlines that the tax authorities of the two countries will provide mutual administrative assistance “whether the person is a resident or a national of one party (Portugal or Angola) or of any other State.”

It will also be possible to provide administrative assistance between the two countries, “by conducting simultaneous fiscal controls and participation in tax audits abroad.”
