Facilitation Measures for Mainland MICE Participants Travelling to Macao

Implementation procedures of the facilitation measures for “Mainland MICE participants applying for entry-exit permit and visit endorsements to Macao”

According to “CEPA Agreement on Economic and Technical Co-operation”, Mainland China and Macao agree to strengthen the co-operation in the convention and exhibition industry (hereafter referred to as the MICE industry) and support the collaborative development of MICE industry of the two sides. Upon request of the Macao SAR Government and endorsed by the relevant authorities of the Central Government, it is indicated in the agreement to facilitate the application of entry-exit permits and visit endorsements to Macao for Mainland MICE participants, so as to facilitate Mainland enterprises and personnel to participate in MICE events held in Macao and enhance the development of Macao’s MICE industry. The facilitation measures have been approved and will be implemented through the following procedures:

  1. The SAR Government submits to the Minister of Commerce a list of MICE events that need the Mainland’s support. The Minister of Commerce will then verify the list with the relevant Mainland authorities.
  2. In accordance with their respective functions, the relevant Mainland authorities will inform the foreign affairs departments (Hong Kong and Macao affairs office) and the entry-exit administration departments of the public security authorities in different involved administrative areas to shorten the processing time for the application of Exit-Entry Permit for Travelling to and from Hong Kong and Macao (exit-entry permit) and adjust the number of visit endorsements to Macao for Mainland MICE participants.
  3. MICE participants from the Mainland who can present the invitation letter sent by the MICE event organisers included in the above-mentioned list will be able to enjoy the facilitations when they apply for the exit-entry permit and visit endorsements to Macao at the relevant local authorities.
  4. The exit-entry permit for official purposes and relevant visit endorsements should be applied at the foreign affairs (Hong Kong and Macao affairs office) department in the administrative area where the enterprise is located; the exit-entry permit for private purposes and relevant visit endorsements should be applied at the entry-exit administration department of the public security authority where the applicants’ registered residency is located.
