The year 2019 marks the 70th anniversary of the founding of the People’s Republic of China and the 20th anniversary of Macao’s return to Chinese sovereignty. Amid the ever deepening economic globalisation, China’s development has entered a new era. Macao – as a co-operation platform between China and the PSCs – and the Chinese central SOEs, as a key pillar of the national economy, are mutually complementary and walk side by side. Thus, it has far-reaching strategic significance to expand opportunities for regional co-operation, in order to achieve win-win situations.

Central SOEs “+Macao” Collaboration for Highly Effective Participation in Infrastructure Development in PSCs and “Belt and Road” Countries

In recent years, Chinese central SOEs have actively participated in the development of PSCs and in the “Belt and Road” initiative, garnering important results and gaining experience in infrastructure and international capacity co-operation. Leveraging on the institutional strength of the “One country, two systems” principle, Macao enjoys close connection with the PSCs, while the city also has built extensive links with overseas Chinese communities. In this context, Macao is taking part in efforts with Chinese central SOEs to fulfil China’s “Go Out” policy by making use of the city’s advantages as a platform between China and the PSCs, including its “Three Centres” approach. The topic of effective participation in infrastructure development in the PSCs and in countries covered by the “Belt and Road” initiative, thus, is of great interest.

Harness Macao’s Featured Finance to Support Central SOEs’ Growth in PSCs

In order to enhance Macao’s role as co-operation platform between China and the PSCs, and to accelerate the moderate economic diversification of Macao, the city is striving to develop a range of new financial services, including in the fields of financial leasing, renminbi clearance, wealth management, bond financing and other areas. These services target not only PSCs, but also domestic and international markets. These new tools provide diversified investment and financing channels, and options for SOEs planning to get involved in trade and investment projects in PSCs, so assisting SOEs to expand continuously their business scope in such markets.

Craft the GBA Innovation Engine with Organic Combination of Macao’s and Central SOEs’ Competitive Edges

In the course of years of development, Macao has been carrying out in-depth research in various fields including Chinese medicine, chip design, space science and the internet of things, with fruitful results. Four National Key Laboratories – connected to leading achievements in scientific research – have been established in Macao. This means Macao has the capacity to combine the sound resources of SOEs with strong scientific and technological capabilities, a comprehensive industrial system and abundant human resources, in order jointly to help build an international innovation and technology hub in the Guangdong-Hong Kong-Macao Greater Bay Area, so that it serves as a core engine for regional development.
