IPIM ORGANISED A BUSINESS DELEGATION TO PORTUGAL TO PARTICIPATE IN THE “CONFERENCE OF ENTRE- PRENEURS FROM CHINA-PORTUGAL”
In order to coincide with the official visit of Mr. Wen Jiabao, Premier of the People’s Republic of China to Portugal on 9 and 10 December 2005, with intention to promote co-operation between the enterprises of China and those of Portuguese Speaking Countries and to emphasise Macao's role as platform for the economic co-operation between them, the Macao Trade and Investment Promotion Institute (IPIM) by invitation from the China Council for the Promotion of International Trade (CCPIT) co-organised the "Conference of Entrepreneurs from China-Portugal" on 10 December 2005 and arranged for the participation of local entrepreneurs in the event. The Conference was jointly organised by ICEP, CCPIT and the Chinese Embassy in Portugal.
During the visit members of the Macao delegation attended a meeting with Mr. Jo Marques da Cruz, President of Portuguese Agency for Economic Promotion (ICEP Portugal) and Mr. Miguel Horta e Costa, President of the Luso-Chinese Chamber of Commerce and Industry. Later, the Macao delegation visited the "Instituto de Desenvolvimento Empresarial" of the Autonomous Region of Madeira and the Industrial Free Trade Zone, to obtain a complete understanding of the investment environment and the business service facilities.
The Macao delegation included Mr. Lee Peng Hong, President of IPIM, Mr. Chui Sai Cheong, Vice-President of Executive Committee of the Macao Chamber of Commerce, Mr. Tsui Wai Kwan, President of Macau Shipper’s Association, Mr. Zhang Hongyi, Chairman of Macau Association of Banks, Mr. Chui Yuk Lum, Vice-Chairman of Board of Directors of the Industrial Association of Macau, Mr. Sio Chi Wai, Vice-President of Macau Importers and Exporters Association, Mr. Jiang Yidao, Vice-President of the Macau Chinese Enterprises Association, Mr. Eduardo Ambrósio, President of the Executive Committee of the International Lusophone Markets Business Association (ACIML), Mr. José Manuel dos Santos, Chairman of Vodatel Networks Holdings Limited and Ms. Glória Batalha Ung, Senior Manager of External Co-operation Department of IPIM.

WELCOMING LUNCH FOR "11th CONGRESS OF THE PORTUGUESE PRESS ASSOCIATION" HOSTED BY IPIM
The "11th Congress of the Portuguese Press Association" was held on the 8 and 9 December 2005, in the Tourism Activity Centre (CAT), sponsored by the Macao Trade and Investment Promotional Institute (IPIM) and organised by Portuguese Editors and Publishers Association. Over 100 congressmen and guests attended, the majority were from Portugal and Portuguese speaking countries.
Mr. Jackson Chang, Executive Firector of IPIM, hosted lunch at the Golden Dragon Hotel to welcome the delegation, together with some local entrepreneurs and a representative from the Permanent Secretariat to the Forum for Economic and Trade Co-operation Between China and Portuguese-Speaking Countries (GASPF).
Before lunch, IPIM gave a presentation on Macao’s current economic situation, business environment, economic figures and IPIM’s multi-faceted business support services. The delegates showed great interest in the presentation and asked several questions that required more detailed information.
After the presentation, souvenirs were exchanged between Mr. Jackson Chang and Mr. João Palmeiro President of Portuguese Editors and Publishers Association.
Distinguished guests at this event included Mr. António Almeida Santos, Former Chairman of the Portuguese Parliament, Mr. Pedro Moitinho de Almeida, Consul General of Portugal in Macao, Mr. Jorge Rangel, President of the Macao International Institute, Mr. João Palmeiro and Mr. Vitor Brás, President and Vice-President of Portuguese Editors and Publishers Association.

VISIT TO THE 10TH MIF BY CAPE VERDE MINISTER JOÃO PEREIRA DA SILVA AND DELEGATION
At the invitation of IPIM, a Cape Verde delegation headed by Mr. João Pereira da Silva, Minister of Economy, Growth and Competitiveness, paid a visit to Macao in October 2005 to participate in the 10th Macao International Trade and Investment Fair (MIF).
On their arrival in Macao on 19 October, the delegation had an official meeting with Mr. Lee Peng Hong, President of IPIM and Ms. Echo Chan, Executive Director of IPIM, In which they discussed how to enhance the bilateral co-operation in future. The delegation was also invited to an IPIM business luncheon.
The Cape Verde delegates participated in various activities at the 10th MIF, Minister Pereira da Silva was present at the International Trade and Investment Forum, on 20 October, as one of the guest speakers. On 21 October, an Investment Environment Seminar of Cape Verde was held by the Agência Caboverdiana de Promoção de Investimentos (CI), which was also addressed by Minister Pereira da Silva on the recent investment conditions in Cape Verde.

MINISTER FOR INDUSTRY AND COMMERCE OF MOZAMBIQUE - ANTÓNIO FERNANDO VISITS 10TH MIF
Invited by IPIM, the Minister for Industry and Commerce of Republic of Mozambique - Mr. António Fernando, the Governor of Tete - Mr. Ildefonso Mwanantatha, the President of IPEX (Mozambique Export Promotion Institute) - Mr. Feliberto Ferrão, the 2ndnd Secretary of Embassy of the Republic of Mozambique in China - Mr. João de Deus dos Santos and other delegation members of IPEX, CPI (Investment Promotion Centre) and the Federation of the Economic Associations of Mozambique visited the 10th Macao International Trade and Investment Fair (10th MIF) between 19 and 23 October 2005. They met with IPIM Managerials and Staff during the event.
During the 10th Macao International Trade and Investment Fair (10th MIF), Mr. António Fernando was one of the guest speakers on "International Trade and Investment Forum 2005".
The delegation of Mozambique headed by Mr. António Fernando also visited Macao Business Support Centre (MBSC) of IPIM and was received by Ms. Echo Chan, Executive Director of IPIM. where she briefed Macao MBSC’s operations.

A Business mission to “FACIM” in Mozambique jointly organised by Fujian and Macao
In order to enhance trade collaboration between Macao and Mozambique and promote Macao as an economic platform of co-operation between China and Portuguese Speaking Countries, IPIM arranges for delegation to participate in the FACIM-“Feira International de Maputo” (Maputo International Trade and Investment Fair) in Mozambique every year. For this year’s event, a delegation organised by the Fujian Provincial Economy and Trade Committee as well as a delegation of Macao entrepreneurs attended. The two delegations totaling 18 visited Mozambique and participated in the fair from 27 August to 1 September.
The President of Mozambique, Mr. Armando Emilio Guebuza hosted the opening ceremony which took place on 29 August in Maputo. Mr. Guebuza and ministers from relevant fields visited Macao SAR and Fujian province’s booths. The Mozambique entrepreneurs learnt about the advantages of using Macao as a platform for economic co-operation between China and Portuguese Speaking Countries, as well as providing a lot of facilities for entrepreneurs from Mozambique to enter China’s market.
Fujian’s delegation displayed their products, such as clocks and watches, electronic products, footwear and handicraft articles.
During the Fair, the Macao delegation visited the Embassy of China in Mozambique and participated in a seminar organised by the Mozambique Investment Promotion Centre (CPI), Mozambique Chamber of Commerce and Ministry of Industry and Trade, as well as a conference organised by Mozambique Export Promotion Institute (IPEX).
Fujian’s representatives accepted an invitation from CPI to attend a seminar introducing Mozambique economic environment, where they took great interest in the import and export of agricultural and electronic products and the processing industry.
The Macao delegation of 10, led by Ms. Echo Chan, Executive Director of IPIM, included Mr. Eduardo Ambrósio, President of Associacao Comercial Internacional para os Mercados Lusófonos, Mr. Lao Chi Ngai, Acting General Manager of Airport Information Management Solutions, Ms. Lin Zi, Financial Dept. Manager of Industrial and Commercial Bank of China, Macao Branch, Mr. Yan Ming Zhi, General Manager of CCIC Macao Co. Ltd.
The Fujian delegation of 8, led by Mr. Zhang Jinzhu, Deputy Director of Fujian Economy and Trade Committee, included Ms. Huang Naen, Division Chief of Fujian-HK-Macao Promotion Office, Mr. Li Zhizhong, Deputy Division Chief of Fujian Provincial Government’s General Office, Mr. Xu Min, Chief of SME Division of Fujian Eonomy and Trade Committee.

Business delegation from Cerá state government visits IPIM
A delegation led by the Governor of Ceará State Government of Brazil, Mr. Lúcio Goncalo de Alcantara, including the Special Advisor for International Affairs of the Office of Ceará State Government, Mr. José Nelson Bessa Maia visited Macao and IPIM on 6 September. The President of IPIM, Mr. Lee Peng Hong received the delegation at a luncheon.
During lunch, Mr. Alcantara introduced the latest developments in Ceará. Then, Mr. Lee briefly explained Macao’s economic development and business environment and invited the delegation to the 10th MIF in October, organised as always by IPIM.
Aimed at establishing connections with entrepreneurs from Mainland China and Macao in order to explore more business opportunities, Governor Alcantara then led the business delegation composed of representatives of different sectors in Brazil, to participate in the “China International Fair for Investment and Trade 2005” in Xiamen on 8 September.

Macao as a platform of economic co-operation between northeast China and the Portuguese Speaking Countries
Macao Trade and Investment Promotion Institute (IPIM) and the Dalian Government jointly held a symposium on “Macao as a Platform of Economic Co-operation between the Northeast China and the Portuguese Speaking Countries”, with the assistance of CCPIT Dalian, which proved to be a success.
During the symposium Mr. Sun Guangtian, Deputy Mayor of Dalian and Mr. Lee Peng Hong, President of IPIM gave briefings on the economic development of Dalian and Macao.

IPIM ORGANISES A DELEGATION TO ATTEND “INVESTMENT CONFERENCE” IN EAST TIMOR
At the invitation of the newly established TradeInvest East Timor, IPIM organised for a delegation of nine entrepreneurs to participate in the "Conference of Investment", held in Dili, the capital of East Timor, from 28 - 29 November.
During the Conference, Dr. Mari Alkatiri, the Prime Minister of the Democratic Republic of East Timor, stressed in his speech that East Timor offers ample business opportunities in areas such as petroleum, natural gas, agro-industry, forestry, fishery, tourism, light industry and infrastructure. Moreover, the Law of Foreign Investment provides conditions and guarantees for all economic sectors, while the mechanism of mediation and arbitration for settling eventual disputes follows international standards. To conclude, he indicated that TradeInvest East Timor serves as the "only window" to facilitate foreign direct investment.
The promotion of an investment orientated for exportation, offering competitive guarantees to attract foreign direct investment, encouraging joint ventures and partnerships, promoting the participation of SME's and developing economic infrastructures, were main topics of discussion during the conference.
Representatives of various trade and investment promotion organisations delivered speeches during the "Investment Conference". Ms. Echo Chan, Executive Director of IPIM, expressed during her speech, gratitude to the organisers for the invitation, congratulated them on the establishment of TradeInvest East Timor and emphasised how Macao serves as a co-operation platform for China and Portuguese Speaking Countries.
During the trip the Macao delegation visited the Embassy of China in East Timor and the Caixa Geral de Depósitos of Portugal, as well as organised a round table discussion between leaders of the Timor Enterprise Associations and entrepreneurs from Macao and Mainland China.
Over 150 entrepreneurs from different countries and regions, including Australia, Cape Verde, Hong Kong, Japan, Mozambique, Portugal, Singapore, Thailand and United States participated in the "Investment Conference".

Delegation from Portuguese Speaking Countries visits Macao after attending a media management conference in Beijing
After finishing a Media Administration Management Course in Beijing, officials of a 26 member delegation from Portuguese Speaking Countries paid a two day visit to Macao from 17 July.
During their stay, the delegation attended a briefing organised by the Permanent Secretariat of the Forum for Economic and Trade Co-operation between China and Portuguese-Speaking Countries (GASPF). Ms. Echo Chan, Executive Director of IPIM gave a presentation on Macao’s economic environment and the main functions of IPIM. After the briefing, the delegation visited IPIM’s Macao Business Support Centre (MBSC).

UCCLA representatives visited IPIM
IPIM was pleased to receive a visit from representatives of the “Uniao das Cidades Capitais da Língua Portuguesa –UCCLA”, on 1st June.
Mr. Lee Peng Hong, President of IPIM with Ms. Gloria Ung, Senior Manager of the External Co-operation Department, met Mr. Francisco Lopo de Carvalho, Secretary General of UCCLA, Mr. Hélder Vaz Lopes, Co-ordinator of Institutional and International Relations of UCCLA, and Mr. Miguel Carvalho Faria, Senior Advisor of Institutional and International Relations of UCCLA.
During the meeting, Mr. Lopo de Carvalho invited IPIM to participate in the coming UCCLA conference that will be held in Fortaleza, Brazil.
He also mentioned that Macao’s entrepreneurs could participate in the different infrastructure projects that UCCLA holds in the various Portuguese speaking countries.

The Portuguese Speaking Countries authority conference visited IPIM

IPIM Supported “2005 forum of the sustainable development platform between China and Brazil in NEW ERA”
Organised by the Institute of Sustainable Development, Macao University of Science and Technology and supported by the IPIM, “2005 Forum of the Sustainable Development Platform between China and Brazil in New Era” was held in floor 2, Macao Tourism Activities Centre on May 13th, 2005.
Honoured guests were Mr. Francis Tam Pak Yuen, the Secretary for Economy and Finance, Mr. Lee Peng Hong, the President of Macao Trade and Investment Promotion Institute, Mr. Oswaldo Biato Jr., the Commercial Counselor for the Embassy of Brazil in the People’s Republic of China, Mr. Luiz Carlos Galindo Medeiros, the Vice Consul of the Consulate General of Brazil in Hong Kong and Macau, Mr. Huang Songfu, the Vice Commissioner for the Commissioner’s Office of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao Special Administrative Region, Mr. Zhou Zhikui, the Director of the Economics Department of the Liaison Office of the Central People’s Government in the Macao Special Administrative Region, Dr. Wu Zhiliang, the Full-Time Member for the Conselho de Administracao of Macao Foundation, Ms. Rita Botelho dos Santos, the Director for the Supporting Office to the Permanent Office to the Forum for Economic and Trade Co-operation between China and Portuguese Speaking Countries, Mr. Li Yushi, the Vice President for Chinese Academy of International Trade and Economic Cooperation, Mr. Zhou Ligao, the Vice President of Macao University of Science and Technology board of directors and Mr. Xu Aoao, Rector of Macao University of Science and Technology.
The participants were mainly from Brazil, Beijing, Taiwan, Hong Kong and Macao. The President Mr. Lee Peng Hong made a speech on “Macao Being a Service Platform for the Economic Co-operation between China and Portuguese Speaking Countries Forum and Some Viewpoints on How Macau is Promoting The Relationship Between China and Brazil”.
In addition, about 100 entrepreneurs, association representatives, academic institutes representatives and the students from Macao University of Science and Technology attended the forum.

A JOINT MEETING OF TRADE PROMOTION ORGANISATIONS FROM CHINA, MACAO, CHINA AND PORTUGUESE SPEAKING COUNTRIES HELD IN ANGOLA
Trade Promotion Organisations and Associations from China, Macao, China and Portuguese Speaking countries took the opportunity to hold a joint meeting on 29 March during the Entrepreneurs Meeting for Commercial and Economic Co-operation between China and Portuguese Speaking Countries last month in Luanda, Angola.
The joint meeting was used to recap on the event and to discuss future working policies. All attending recognised that the "Co-operation Protocol between the Investment and Trade Promotion Organisations" signed in 2003 has been positive for enterprises economic and trade co-operations and the business matching meeting that will be held in turn by the signatory states as stipulated in the agreement, that consists of an important co-operation platform for enterprises to acquire information on the signatory countries as well as mutual exchange.
As a result all participants agreed to hold similar events in the future and took the opportunity to thank Angola for its hospitality and support.
Also, all participants and representatives contributed positive and constructive ideas on plans for future activities.

THE VISIT OF A MACAO BUSINESS DELEGATION TO CAPE VERDE
At the invitation of the Prime Minister of the Republic of Cape Verde, Mr. Jose Maria Neves, the Macao Trade and Investment Promotion Institute (IPIM) organised a business delegation to visit this African country from 30 of March to 02 of April 2005. The President of IPIM, Mr. Lee Peng Hong, led the delegation, which was composed of 11 business entrepreneurs from different commercial sectors, including pharmaceutical goods, medical products, banking, construction, petroleum products, investments, consultancy and education. The visit covered the two main islands, namely Sal and Praia.
During their stay in Cape Verde, different government and commercial entities received the delegation, namely, the President of the Municipal Island of Sal, Mr. Jorge Figueiredo, the President of ASA - National Company for Airports and Air Security, Mr. Mario Paixao. Then, in Praia, the capital of Cape Verde, the delegation also had the chance to meet the Prime Minister, who assured them that the Cape Verde government would give the entrepreneurs who have interest in investing in Cape Verde all the support they required, the Minister of Economy, Growth and Competitiveness, the Minister of Infrastructure and Transport of Praia and the Director of the International Co-operation of the Ministry of Foreign Affairs, Co-operation and Communities of the Republic of Cape Verde.
IPIM received great support from the Cape Verde Investment Promotion Agency in preparing for this visit. The Agency also organised a seminar for the Macao delegation, in which its President Mr. Paulo Monteiro Jr. gave a thorough and clear briefing on the recent economic environment and future investment opportunities in Cape Verde. A useful business matching session was held after the seminar, where it was arranged for the Macao delegates to have private meetings with Cape Verdean entrepreneurs in their respective business sectors, such as infrastructure, petroleum products, financing instruments, construction, housing, professional training. This was the first step taken for bilateral co-operation between Cape Verde and Macao.

SEMINAR ON “EAST TIMOR’S NEW FOREIGN INVESTMENT LAWS AND INVESTMENT OPPORTUNITIES”
Organised by Permanent Secretary to the Forum for Economic and Trade Co-operation between China and Portuguese-Speaking countries, Macao Trade and Investment Promotion Institute, seminar on “East Timor’s New Foreign Investment Laws and Opportunities” was held on the 15th March in the Lotus Room of Macao World Trade Centre.
Led by Mr. Abel da Costa Freitas Ximenes, Deputy Minister of Development and Environment for East Timor, a group of officials and entrepreneurs visited Macao to participate in the event. During the seminar, Mr. Ximenes introduced the new foreign investment laws and updated the audience on the latest economic situation, related investment regulations and procedures.

IPIM visit Angola to attend the "Enterpreneur's Encounter for Economic and Commercial Cooperation between China and Portuguese Speaking Countries - 2005 - Angola" and Cape Verde
To strengthen Macao´s position as a platform for economic co-operation between China and Portuguese Speaking Countries, the Macao Trade and Investment Promotion Institue (IPIM) will organise a business delegation to participate the "Enterpreneur´s Encounter for Economic and Commercial Cooperation between China and Portuguese Speaking Countries - 2005 - Angola", between 25th March - 2nd April, in Angola. Also, IPIM will organize a business delegation to Cape Verde during 29th March to 2nd April.
The main purpose of this visit is to participate in the "Enterpreneur´s Encounter for Economic and Commercial Cooperation between China and Portuguese Speaking Countries - 2005 - Angola" during 28th – 30th March in Angola. 2005 Forum of Economic and Business Co-operation between Portugal, Guangdong Province and Macao SAR
At the beginning of 2005, a business delegation from Portugal will be visiting Macao. This delegation is composed of representatives from different business associations and around 100 enterprises from various sectors including technology, telecommunication, moulding, travel agencies, textiles and construction material, among others.
The ICEP Portugal, the “Department of Foreign Trade and Economic Co-operation of Guangdong Province (DOFTEC)” and IPIM. Each body will take this opportunity to give an introduction on the current trade and economic development in Macao , Guangdong and Portugal, therefore they will jointly organize the “2005 Forum of Economic and Business Co-operation between Portugal, Guangdong and Macao” on 17 th January at Macao Tower. During the Forum, enterprises from Guangdong, Hong Kong and Macao SAR, and Portugal, will take this opportunity to establish and strengthen relations and new opportunities in the business matching session previously arranged by IPIM and ICEP.
